![]() While the election is over, there are important things to do. Please read below about Jasmine's Law, stay informed and active. More information and updates are regularly available on www.momsv.org Jasmine's Law endeavors to lengthen the amount of time served by offenders through amending the Illinois Criminal Code (ILCC) by increasing the minimum sentencing range. As child sex offenders often use alcohol to enable their crime, sentencing where alcohol is used would be increased by an additional 11 years. Additionally, crime victims are often not informed of their rights under the Crime Victims' Rights Act. Jasmine's Law would mandate a sign-off sheet to ensure that crime victims receive notice of their rights at the onset of the criminal justice process. We the people of Illinois recognize the need to take strong action toward protecting our children. Increase minimum sentencing range for child sex crimes Penalties range from Class X down to a Class 4 felony. Jasmine's law would increase the minimum sentencing range by 11 years for the categories of child sex crimes accorded by the ILCC. This would remove offenders from our communities for longer durations and serve more effectively as a deterrent. Alcohol Involvement Jasmine's Law provides for increasing the sentence given to an offender who supplies minors with alcohol with the intent to commit a sex crime by 11 additional years. Crime Victims' Rights Sign-Off Sheet Customarily, crime victims are not informed of their rights and therefore are unaware of the right to request to make a victim impact statement in writing. 70% of judges report victim impact statements are useful in determining appropriate sentences and fair restitution orders. Jasmine's Law would mandate that victims receive a copy and explanation of their rights and the State's Attorney's Office obtain a signature from victims on a "sign-off" sheet to acknowledge receipt of their rights under the Crime Victims' Rights Act and Victims and Witnesses of Violent Crimes Act. Summary Enacting Jasmine's Law is a step towards increasing the safety of children from sexual predators in Illinois. The effects on child victims last a lifetime. Therefore commensurate and substantial sentences should be imposed. Jasmine's Law moves sentencing, the protection of children, and the enforcement of crime victims' rights in that direction.
